Why does Tobi's stream lags so much on 240p and 360p?

I've been wondering this since for the past few days. Beyondthesummit and Its Gosu's streams don't lag in 360p.
inb4 trolls call me poor for having a crap internet...
I live in the Philippines and the internet connection here sucks.

Question is why does Tobi's stream have such a mediocre quality?
By now joinDota should be able to afford to buy a PC that can stream with 1080p.

You can rightlick the video and lower the quality and if that doesnt help rightclick it and open settings and try it with hardware acceleration enabled and disabled.

If only 1/10 people can actually watch the steam in 1080p, it's not really worth it. Although I'd like it, for I can watch the streams in 1080p
