40s is when the 30s wave that spawns gets to mid and starts fighting and stuff so you should save your AoE for that. You can start pushing earlier but there's always the risk that you push into his tower and then the new creep wave is behind his tower and harder to push. 40s is playing it safe. If you're playing a hero without any push abilities for example then yeah, start the push earlier.

Yes! I did that with Sniper many years ago and I thought because I won a game, I was so OP and beast.

HINT!:
Edit the list to have some space between each item so it's a lot easier to read. After that this could be made as sticky
