Looks like you still don't understand (or are a very persistent troll). But the manacost on his ultimate DO NOT increase when it's leveled up. There are ONLY BENEFITS to leveling it up.
You get:
- More damage.
- Greater speed.
- Bigger AoE.
I just tried it; range stays the same regardless of level. Meaning there's only boons to additional levels.
Just try it and be amazed.

The mana cost of the ulti is % based. It just costs more mana because on lvl 16 you got a bigger mana pool and more mana by items.
You can actually go much farther with a bigger manapool.

• Mana cost per 100 units traveled: 10 + 1% of total mana pool.
This statement is correct, as proven by a quick calculation:
With a manapool of 1000, the initial cost is 85 with 20 mana per 100 units, resulting in 45.75 times that distance traveled before it's empty.
With a manapool of 2000, the initial cost is 155 and 30 mana per 100 units, resulting in 61.5 units traveled.
Note: I am extremely lazy and didn't include any regeneration, which is the best on storm.
Although "Much farther" is a bit exaggerated: With twice the amount of mana, you'll 1.344 times further.
